On the SP W01 series of wagglers the indicated weight is the total buoyancy of the waggler.
The waggler is already pre-weighted thanks to the use of removable brass washers.
You can mount the waggler on the line, add 1 swivel and 3 size-8 shots and the fishing line is perfectly balanced.
With all washers removed the float will accept +/- 1g of shot on the line.
